SECONDARY SCHOOL ART COMPETITION
The Department of Justice and Equality are running an Art Competition for Secondary Students to design a cover for a guide on child trafficking. With prizes ranging from €200 to €500 for the winning students and schools. The competition is open to students in Transition Year, 5th and 6th Year. Students may enter as an individual or as a group.
Closing date is 4pm on the 11 November 2011.

Don't Close Your Eyes to Human Trafficking

Human trafficking is a gross violation of human rights and a modern day form of slavery. Child trafficking is a particularly heinous crime. Help raise awareness of the issue with your students by encouraging them to participate in this competition which is being run by the Anti-Human Trafficking Unit in the Department of Justice and Equality. There are fantastic prizes to be won!

The competition:
Students are asked to read information on human trafficking provided (see attachment below) and to then design the artwork for the cover of a guide which is being published by the Department of Justice and Equality. The guide is aimed at people working with child victims of trafficking.

Who can participate?
Secondary School students in Transition Year, 5th and 6th year may enter this competition as individuals or as a group.

What are the prizes?
1st prize: A €400 voucher for the winning student(s) and a €500 cheque for the school. The winning design will be used as the cover of a Guide that will be published and used by those providing services to victims of child trafficking.
2nd prize: A €300 voucher for the student(s) and a €400 cheque for the school.
3rd prize: A €200 voucher for the student(s) and a €300 cheque for the school.
All three winning artworks will feature on the Department of Justice and Equality's dedicated anti-trafficking Blue Blindfold website www.blueblindfold.gov.ie.

Closing date
The closing date for this competition is 16.00 on Friday 11 November, 2011 to AHTU@Justice.ie.

Awareness Raising & Training Work to Date
Blue Blindfold Campaign
Blue BlindfoldThe campaign launched by the Minister for Justice and Law Reform and the Garda Commissioner on 21 October 2008 included:
    · Newspaper advertisements at the start and end of the campaign.
    · Newspaper advertisements in Irish language newspapers.
    · Packs containing posters, leaflets and business cards were distributed to State organisations (including all Garda Stations).
    · Stripline Column on the 2 Luas lines for 3 weeks.
    · Skyscraper advertisement on RTÉ website for 3 weeks.
    · Business cards distributed by the Garda Síochána to hairdressers and beauticians throughout the country.
    · Advertisements placed in the Match programmes for 3 rugby internationals.
    · Advertisement placed in In-Touch magazine.
    · Dedicated website set up.

Features of the Campaign were placed on the Intranet sites of the Health and Safety Executive (HSE) and the National Educational Welfare Board. The campaign also featured on the UNHCR website.

Campaign posters were displayed in the Department of Social Protection public offices.
Art to Fight CrimeBlue Blindfold images were used by the United National Interregional Crime and Justice Research Institute (UNICRI) in an on-line gallery exhibition entitled 'Art to Fight Crime'.
Doras LuiminiBlue Blindfold images were used by an organisation called 'Doras Luimni' for an awareness raising campaign on human trafficking during the global campaign '16 Days of Action against Violence against Women' from 25 November to 10 December, 2009.
Thai Ireland newsletterIn December 2009, Thai Ireland newsletter put a link to the Blue Blindfold website on their website www.thai-ireland.com.
Re-launch of Blue Blindfold campaignA North-South re-launch of the Blue Blindfold campaign to raise public awareness of human trafficking took place on 18 January 2011. This campaign will continue until 28 March 2011. As part of this campaign posters and leaflets were circulated to all Garda Districts. Bookmarks and posters issued to a number of libraries nationwide. Bookmarks, posters and leaflets have also been sent to a number of other organisations including VECs, Citizen Information Centres and Health Centres.
Information Seminars
Dept. of Foreign AffairsA lunch-time information seminar was held for Department of Foreign Affairs personnel on 25 February, 2009. The target audience was the diplomats going abroad to a variety of missions, including missions in Africa and Asia. Handouts provided at the seminar were forwarded to the Irish Aid offices in Limerick and the visa offices at the Irish Embassies in Abuja, Beijing, Cairo, London, Moscow, New Delhi, Hanoi and Shanghai.
Dept. of Enterprise, Trade and InnovationA lunchtime information seminar was arranged for the Department of Enterprise, Trade and Employment in April 2009. The target audience was officers who are responsible for the granting of work permits.

Advertisements
EU Anti-Trafficking DayTo raise awareness of EU Anti-Trafficking Day in October 2009, advertisements were placed in national newspapers.
Irish Road Haulage Association (IRHA)A full page advertisement was placed in the Official Yearbook in January 2010. This yearbook has a wide circulation including all members of the association, European Transport Companies, distributors and manufacturers, etc.
Irish Taxi Drivers FederationA full page advertisement was placed in the Irish Taxi Drivers Federation Yearbook in January 2010. The Taxi News Yearbook is distributed to all 22,000 taxi drivers throughout Ireland and to 12,500.
GAA All Ireland FinalsA full page advertisement in the programmes for both the GAA All Ireland hurling & football finals in September 2010. Each of these events attract an attendance in the region of 80,000.
Other Awareness Raising Activities
CrimecallParticipation on a Crimecall television programme (400,000 viewers) that focused on trafficking in human beings, on the 24th of June 2008.
Funding for the making of a short filmThe Anti-Human Trafficking Unit arranged for funding under the National Women’s Strategy for Ruhama for the making of a 3 minute film and a 50 second advertisement designed to educate ‘punters’ and potential ‘punters’ on the exploitation underpinning the commercial sex industry and to address the demand side of sex trafficking by drawing attention to the penalty provisions which apply. The 50 second advertisement was launched by Mary O’Rourke T.D. (member of the Irish Parliament) on 10 November, 2008 and was aired regularly on the national television stations, RTE & TV3 and the sports television station, Setanta.
The Department of Enterprise, Trade and InnovationThe Department of Enterprise, Trade and Innovation issue leaflets on human trafficking, with work permits.
BookmarksAHTU designed a bookmark with the Blue Blindfold logo on the front and contact details on the back. Over 25,000 bookmarks were sent to libraries countrywide and to IT colleges in Letterkenny and Carlow. 400 bookmarks and leaflets were sent to the Irish Countrywomen's Association of Ireland's AGM, at which a presentation on Human Trafficking was made by the President of the Cavan Federation, supplemented by material provided to her by the AHTU. A further 100 bookmarks were sent to HSE Donegal.
LeafletsLeaflets (on Sexual and Labour Exploitation) and accordion style leaflets (with information on all types of trafficking) have been printed and are being distributed.
Irish College of General PractitionersLeaflets on human trafficking have issued to all G.P.s nationwide.

RIA CentresA large number of leaflets, bookmarks, information cards were sent to RIA Athlone Accommodation Centre upon request, for distribution.
Northern Sound InterviewExecutive Director did an interview with Northern Sound (Cavan/Monaghan radio station) in May 2010.
Film FestivalA one-day Film Festival on human trafficking was held on 18 October, 2010 to coincide with EU Anti Trafficking day. In the afternoon the film ‘Ghosts’ and the music video ‘My Dangerous Loverboy’ was shown to over 300 transition year students from around Dublin. In the evening the film ‘Trafficked’ along the music video ‘My Dangerous Loverboy’ was shown to members of the public.
Training
Basic Awareness Training139 people participated in basic awareness training which was provided by the International Organisation for Migration (IOM) with input from NGOs, the Garda National Immigration Bureau and the Anti-Human Trafficking Unit. In excess of 60 National Employment Rights Authority (NERA) Inspectors were among these participants. Other participants included representatives of: Private Security Authority Inspectors, Department of Enterprise Trade & Innovation, INIS, HSE, Department of Social Protection, ORAC, Victims’ Support Helpline and Victims of Crime Office.
Train the Trainer CoursesIn 2009 IOM developed, designed and delivered a 'Train the Trainers' programme on behalf of the AHTU, which was subsequently rolled out to personnel in Government agencies likely to encounter victims of trafficking. Participants on the course trained others in their organisations on the issues associated with human trafficking. Three 'Train the Trainer' courses were held between 2009 and 2010 with 40 participants from 13 different organisations. Since the completion of this training a total of 180 persons in 4 of the organisations have received training on human trafficking by.
Garda SíochánaA training course entitled ‘Tackling Trafficking in Human Beings: Prevention, Protection and Prosecution’ has been delivered to members of the Garda Síochána. Members of the Police Service of Northern Ireland (PSNI), the UK Borders Agency and the London Metropolitan Police have attended this training emphasising the cross-border co-operation between police forces. A total of 495 Gardaí have received this training and 2,956 probationer Gardaí have received awareness raising training as part of their final phase of training. Basic awareness raising human trafficking related training has been provided to 32 members of the Garda Reserve. Training on human trafficking including identification, has also been provided to Senior Investigation Officers of the Garda Síochána.
Legal Aid BoardA specialised training course was held in September 2009 for staff of the Legal Aid Board who are providing legal aid and advice to potential and suspected victims of trafficking in human beings.
